INTERNATIONAL ASSOCIATION OF ASSESSING OFFICERS (IAA0)
2011 PUBLIC INFORMATION PROGRAM AWARD
The City Assessor's Office received the International Association of Assessing Officers (IAAO) Public Information Program Award for excellence in their customer service and public access to assessments. The City Assessor, Gregory H. Daniels, CAE, accepted the award at the IAAO's annual conference in Phoenix, Arizona in September. "Our office does an amazing job. I'm very proud that our hard work has been recognized by an international community of our peers," said Daniels after receiving the award.
The award is given to assessment jurisdictions that have developed and implemented an effective system for the dissemination of information regarding the assessment process for the past two years to taxpayers. Lynchburg was recognized for open dialogues regarding property assessments with the community through various mediums including The News & Advance, WSET 13, WLNI 105.9 fm, and others.
The City's on-line GIS Parcel Viewer was the crowning achievement regarding public access to assessments and associated property data. One critical measurement for the award hinged on how the public access to information improved the quality of assessments. "With all that information available to the public, timeliness and accuracy are a must, and it's that timeliness and accuracy which goes a long way in helping the public understand their assessments," said Daniels.
The nomination package noted the improved accuracy and timeliness necessary when making information available for public scrutiny. The public can see building permits immediately. Real estate transfers are processed from the Circuit Court Clerk's Office within one to two business days.
Local real estate brokers, title companies, and attorneys supported the nomination with letters lauding the on-line GIS Parcel Viewer and the Assessor's Office superior customer service.
ProVal USERS GROUP AWARD
2003 OUTSTANDING ProVal USER JURISDICTION
This award was presented to the City of Lynchburg by Manatron, Inc. at the ProVal Annual Users Conference in 2003. The City of Lynchburg Assessor's Office was selected from over 300 jurisdictions in the United States and Canada using ProVal. ProVal is a comprehensive mass appraisal program developed by Manatron, Inc. and used by the City Assessor's Office to provide equitable assessments to Lynchburg's land and improvements.
The ProVal jurisdiction of the year is presented to the city or county who has made exceptional progress throughout the past year utilizing the many capabilities of ProVal appraisal software.
This year’s honoree began using the ProVal CAMA system on April 12th, 2002. This particular customer chose to perform their own administrative as well as construction detail data conversion. Key personnel were trained on the conversion process and the staff converted, tested, and completed their entire data conversion.
By early August the data conversion was completed and four days of ProVal training began for the administrative and appraisal staff. There were a few follow-up telephone calls and e-mails and then things got... eerily quiet.
After July 1st, 2003 had come and gone, we were notified by the jurisdiction that they had generated values on approximately 50-percent of their parcels and had trended the remainder. Values were certified and a notice file was produced from the software. It is quite a feat to train for a conversion, convert the data, train the staff, analyze sales, build your neighborhood tables, build a land model, adjust cost tables, build trend models, and then put all of this into play to produce values in the span of 14 months.

The dedication and drive shown by this jurisdiction has set a standard for others to follow. For these reasons it is my pleasure to present the 2003 Outstanding Jurisdiction Award to the City of Lynchburg, Virginia.
