Joan F. Foster (At-large)
Joan Foster is a graduate of Lynchburg College and holds three degrees in Elementary and Early Childhood Education, as well as Special Education.
Joan was elected in 2002 to Lynchburg City Council as the At Large Member. She served as Vice Mayor and Mayor for eight years (July, 2004 - June 30, 2012).
The first female Mayor of the City, during her tenure as Mayor, Joan advocated for or led the following initiatives:
- Dialogue on Race and Racism,
- Pre-school literacy initiative (The Amazing Mayor’s Book Race),
- Live Healthy Lynchburg (www.LiveHealthyLynchburg.com) and challenged the community to lose 12 tons in 2012, which they did by summer of 2012, and
- Began the Town and Gown initiative.
She currently holds a position as Director of Development with Lynchburg Beacon of Hope, an organization which strives to instill in ALL Lynchburg City Public School students the aspiration to pursue AND attain a post-secondary education.
Joan has lived in Lynchburg for 13 years and prior to this Amherst County for 23 years. She is married to Bob Foster, a Pharmacist for 45 years and has three grown children, Janna ( married to Andrew Joyner), Hilary ( married to Johnathan Basham) and Robb (married to Samantha Foster). Joan and Bob are the proud grandparents of three fabulous granddaughters - Grace, Annie and Lily Joyner.
Joan serves on the Endstation Board and Opera on the James Board. She is a member of St. John’s Episcopal Church and is on the outreach and newcomers committees there. She also enjoys antiquing, traveling and hanging out with her family.
