    Electoral Board Minutes

      Lynchburg Electoral Board Meeting
    May 22, 2017, 4:00 p.m.
    Public Library Community Room


    Members present: Patricia M. Bower, Chair, David B. Neumeyer, Vice Chair, John W. Cobbs, Secretary
    Others present:  Steve Troxel, Kim Conner, Deputy Registrar, Karen D. Patterson, General Registrar
    Call to Order
    The meeting was called to order by Ms. Bower at 4:05 p.m.

    Approval of Minutes
    Ms. Bower sought a motion for approval of the minutes from the March 20, 2017 meeting.  Mr. Cobbs motioned that the minutes be approved as submitted, Mr. Neumeyer seconded. The minutes were unanimously approved.

    Old Business
    Ballot Order for June 13, 2017 Dual Primary
    Views and opinions were invited by Ms. Bower from those in attendance in regard to the current ballot order for the upcoming dual primary election.  Consensus was unanimous that the number of ballots ordered was adequate.
    Concern was expressed regarding the possibility of voter frustration and confusion at the polls considering local office candidates are reflected on only the Republican ballot.  Ms. Patterson will reach out to local press and media in regard to the importance of clarifying to voters that they can participate in only one primary.
    In March all polling locations were sent notification of the June 13, 2017 primary.  A second notification will be sent out this week as a reminder.

    Registrar’s Report
    Ms. Patterson gave a brief summary of absentee numbers, which have been lighter than expected.

    A Pocket Guide for the upcoming June primaries provided by The Department of Elections was distributed by Ms. Patterson.  A supply of these Pocket Guides was given to DMV and a link to the guide will be placed on our website.
    Positive comments from voters who have visited the new Kemper Street location were shared with the Board.

    Ms. Patterson apprised the Board of the recurring humidity issues being experienced at Kemper Street Station and efforts of Public Works to investigate the problem.  Discussion ensued.  Ms. Patterson will continue to work with building maintenance and will keep the Board informed.

    New Business
    Appointment of new Election Officials and Review of Staffing Plan for June 13 primaries
    A preliminary list of election official assignments was distributed to the Board.  Ms. Conner informed the Board that two on the list were brand new officers and had not yet been appointed.  Mr. Cobbs motioned and Mr. Neumeyer seconded acceptance of the appointment of the two new officers and the staffing assignment list as presented and it was approved unanimously.
    Other Business
    Concern was expressed by Mr. Neumeyer regarding the high cost paid per ballot for printing by the current vendor, suggesting research into other possibilities.  Ms. Patterson will plan to explore additional options prior to the November election.

    There being no further business, Ms. Bower adjourned the meeting at 5:00 p.m.

    The next meeting will be scheduled at a later date.
