    Question 1: When you hear the phrase “Poverty to Progress,” what comes to mind? What are the tools you think people need to move out of and stay out of poverty here in the city?

    Question 2: What are some of the challenges related to this barrier that you think make it difficult for people to become economically secure?

    Question 3: We know that just throwing money at a problem rarely solves it. What concrete, actionable steps (as it relates to this barrier) would you like to see taken to create pathways out of poverty in the city?

    • First time home buyers need to be educated about the challenges of ownership, and there needs to be follow-up counseling/education after the purchase.
    • Laws need to be compatible with Affordable Housing
    • Need incentives to builders to build affordable housing
    • Proffers given in exchange for building (for developers)
    • More affordable housing built on vacant lots or where blighted houses deteriorate and cannot be renovated.
    • Section 8 education and participation. (Warning from participant—Section 8 is now on the chopping block in new national budget.)
    • Increase in household income
    • Hold accountable those who own dilapidated housing
    • Landlord accountability
    • Help landlords who lack money to improve their properties
    • Need long-term transitional housing (similar to what Miriam’s House does)
    • Contact and try to involve the 500-550 churches in the Lynchburg area. If each took care of 1 person poverty would be significantly diminished.
    • Help to improve the self-esteem of low income people when needed.
    • Need a person to organize data base of services so people know what’s out there and we can reduce any repetition of services. (The group’s reaction suggested this was a widely held view).
    • Education about how to beat the cycle of poverty
    • Distinguishing between situational and generational poverty—helping both groups according to their specific needs
    • City should encourage people refurbishing empty buildings to include low income housing rather than only expensive lofts (Megan said there is a grant in place now to do exactly this.)
    • Build news houses when old houses are too expensive to renovate or would be too expensive to maintain. Sometimes there is money to build houses but no land on which to build. (For more information contact The Lighthouse Community Center at 1310 Church Street, 1-434-847-5050). 
    • According to Captain Donald Dohmann, the Salvation Army and others observe that Lynchburg has such a good reputation for helping low income people that scores of people come to Lynchburg for help who are not residents.This may raise the homeless rate and also make it more difficult for Lynchburg residents in need to receive services. Would it be possible when we have the names of the 50 families we will raise out of poverty to share the names with agencies so that their needs can be met more quickly? 
    • We need an on-going dialogue with people in a housing crisis so we better understand their situations vs. assuming we know best.
    • Dilapidated housing needs to have a project manager who can hire 4 or 5 unemployed people (example: felons and alcoholics who cannot find jobs). This would offer needed jobs and turn a dilapidated house into acceptable housing. Tom Gerdy can tell us more.
    • We need to adapt to the individual generational needs of people living in substandard housing. The elderly may need help with maintenance.The young may need more education about how to care for and maintain housing. Many families need roofing. In other words, people need specific help and we need to know what the individual and generational needs are.
    • Landlords need to be held accountable for the condition of their properties. And, they need to make their properties energy efficient.
    • We should create and follow a fair code that will allow the city to demolish the worst of the worst blighted housing and improve the best of the worst.
    • Businesses need to adopt vacant lots and help renovate substandard housing.
    • Educate the public on what affordable housing means.
    • We need to adopt policies for inclusionary zoning.

    Question 4: What does success look like here? Should it be based on changing overall rates of poverty? Creating new opportunities rather than focusing on concrete numbers? Etc.
