Concealed Handgun Permit

Concealed handgun permits are issued by the Circuit Court in the jurisdiction where you live. College students living in dorms who are not permanent Lynchburg residents may visit the Virginia State Police website to apply for a non-resident permit. If you are a Lynchburg City resident you can come to Lynchburg Circuit Court to apply for a concealed handgun permit. First-time applicants must come in person to apply and should bring a government-issued photo ID reflecting their current address in the city of Lynchburg (or the DMV issued change of address printout), along with documentation to show completion of an approved gun safety course, hunter safety card, or military ID as required by VA Code 18.2-308.02. The permit is valid for a period of 5 years. Below are the associated fees related to concealed handgun permits.

Beginning January 1, 2021, Senate Bill 263 and House Bill 264 go into effect. As a result, electronic or online firearm training classes will no longer be accepted with new applications for the Virginia Concealed Handgun Permit to satisfy the mandatory training requirement.

Concealed Handgun Permit Fees

  • New Concealed or Renewal - $15 (per 18.2-308.03 and 18.2-308.010)
  • Update Address or Name - $10 (per 18.2-308.011(A))
  • Lost / Destroyed / Stolen - $5  (per 18.2-308.011(B))

New Residential Applicants

New applicants must provide the following information along with their concealed handgun permit application:

Concealed Change of Address

Concealed Handgun Permit Change of Address (PDF) (must complete in person with DMV change of address form or VA Driver's License or State ID           that displays your current residential address and old permit). When changing the address to a different county or city for an active permit, you must apply with the Circuit Court who originally issued your concealed permit to change the address.

  • VA Driver's License showing the new address or DMV change of address form.

  • Copy of your proof of completion of the approved gun safety course.
  • $10 filing fee

Concealed Permit Renewal

If you are submitting a renewal application by mail, please include a photocopy of your current or old concealed handgun permit along with your application and $15 renewal fee.

Non-Residental Permits

Non-residental Virginia concealed handgun permits are available to people who are not a resident of Virginia.  You must apply for a non-residential permit through the Virginia State Police.
